These guidelines are an integral part of the Department's regulatory program directed at ensuring public health and environmental protection. This
document supersedes April 1980 version of the “Guidelines for the
Design, Construction and Operation of Water and Sewerage Systems”.
During the preparation of the current document, the main
objectives were: (i) to keep pace with the new development in water and
sewer industry and provide appropriate guidance and (ii) to ensure the
consistency between the content of guidelines document and the master
specifications document. The document provides general guidance on good engineering
practices for design, construction, operation and maintenance aspects of
