Permits

Obtaining Permits under Newfoundland and Labrador’s Endangered Species Act

Researchers wishing to study, monitor, or collect species at risk in Newfoundland and Labrador must first obtain a permit from the Department of Environment and Conservation. Educators or researchers wishing to possess a specimen of a species at risk for scientific or educational purposes must also apply for a permit.

Information to be included in a letter when requesting a permit under the Endangered Species Act:

  • Title of proposed study
  • Name, affiliation and contact information for principal investigator
  • Duration of the proposed study (expected start and completion dates)
  • Location of work
  • Any other permits held/applied for
  • Objectives of proposed study (especially with regard to recovery plan)
  • Detailed description of the approach and methods including:
    • Predicted number of individuals affected
    • Capture/handling/immobilization techniques
    • Details of sample collection including justification
    • Marking techniques used
    • Protocol for mortalities or injuries
  • Names, positions, affiliations, and professional/technical qualifications of all individuals involved in the proposed study

Permits have been issued between 2004 and 2011 under Section 18 of the Newfoundland and Labrador Endangered Species Act, which allows the Minister to issue permits under certain conditions and activities, such as possession and research.
